In order to implement the Guidance of The State Council on deepening the "Internet + advanced manufacturing" development of the industrial Internet, promote the healthy and orderly development of the industrial Internet identification analysis system, the Ministry of Industry and Information Technology recently issued the "Industrial Internet identification Management Measures" (hereinafter referred to as the "management Measures"). The document, the first of its kind, aims to regulate industrial Internet sign services, protect users' legitimate rights and interests, and ensure the safe and reliable operation of the parsing system. In this regard, Yu Xiaohui, vice president of China Academy of Information and Communication Research, read the "Management Measures".

I. Industrial Internet identification is an important support to realize the information exchange of all industrial elements and all links.

Industrial Internet identification consists of two core elements, one is the identification code, it is to identify and manage the machines, products and other physical objects and algorithm, process of virtual objects, such as the only "id card", is the entry of the connection object information, the analog domain is named the Internet website, logo is the naming of industrial digital objects in the Internet. Two is analytic system, it is to obtain object information system device, analog domain name system is the translation for the IP address of domain name in order to establish communication links, identify analytical system is not only a network location address translation, its more supporting the digital object design, production, warehousing, logistics, such as the whole life cycle of information acquisition and data interaction. Therefore, the industrial Internet logo is the entrance to the information query under the comprehensive interconnection, enabling the industrial digital transformation and intelligent upgrading driven by data. 

II. Identification parsing system is the key to solving the problem of industrial Internet data sharing.

At present, the application of industrial Internet logo in China still faces many problems and challenges. One is that private signage leads to massive data silos inside and outside the enterprise. Large and medium-sized enterprises in our country has been widely used identification technology, but with private label, applies only to the enterprise internal, even outside the enterprise units are difficult to read and applications in different factories, lead to information barriers, functions greatly restricted, cannot meet the Internet across different systems, industrial enterprises, cross-industry connection requirements. Second, the construction cost of centralized query is high and the security risk is large. In the past, enterprises provided identification query service by building internal centralized database, but the information system was repeated and the exchange standard was not unified. The cost of information sharing between enterprises or for the public side was high, and there were also many problems in security, agility, timeliness and other aspects.In order to solve the above problems, it is necessary to establish a unified industrial Internet identification parsing system. One is to give unified and standardized public marks for raw materials, parts, products, technological processes and orders, so as to realize the internal and external data association of enterprises and obtain corresponding information services. The second is to build public identification and parsing infrastructure, solve the problem of limited access to information based on distributed parsing system, and provide more standard, safer, more economical and higher performance public services for the coordinated development of industrial chain. Thirdly, identification based analysis gradually penetrates into every link of the real economy, fully opens up the data flow and forms a large-scale effect, thus further driving the transformation of production mode, industrial organization form and business model.

III. The construction of China's identification and parsing system is an important practice of the global industrial Internet.

Traditional identification in the field of consumer Internet, Internet of things has certain practical application, but most focus on logistics system or flow system, such as GS1 identification system, along with the further deepening of industry integration, identity to expand comprehensive and in-depth to manufacturing the industry whole process, in the industry in China the Internet logo on the exploration of the practice of parsing progress faster than other countries. IV. The Management Measures are an indispensable institutional guarantee for the development of China's logo analysis system.

The introduction of the Management Measures is timely and of great significance. First, it has formed a basic consensus in industrial practice. The industry consensus on development direction, system architecture, capacity requirements and participants formed during the two and a half years' exploration of logo analysis has been fully reflected in the Management Measures. Second, the basic requirements of infrastructure construction have been standardized, and the basic responsibilities, technical capabilities and security guarantee capabilities of construction subjects related to the root node, national top node, registration administration agency, registration service agency and recursive node have been clarified, providing a clearer and stable development expectation for infrastructure construction. Thirdly, the system architecture under the fusion technology is defined. By standardizing the hierarchical analysis system and hierarchical management mechanism, the participants are guided to accurately locate in the system architecture, so as to judge the types of subjects, service scope and construction content, and form a healthy and orderly development pattern of the sign market. Fourth, the establishment of a perfect operational management system, the "Management Measures" formed a basic institutional framework, such as the scope of supervision, licensing mechanism, access conditions, safety measures, supervision and inspection and other basic requirements, will help the industrial Internet identification analysis core infrastructure to make stable operation and healthy development.

V. Continue to promote infrastructure construction in accordance with the Administrative Measures.

In the next step, THE China Academy of Information and Communication Technology and the Industrial Internet Industry Alliance will play a greater role in the construction of the identification analysis system in accordance with the requirements of the Administrative Measures. In terms of infrastructure construction, we will assist the Ministry of Industry and Information Technology, local governments and industries to jointly promote the standardized and sustainable development of secondary nodes and ensure the safe, reliable and stable operation of infrastructure. In terms of industrial application expansion, the industry, industry and IT should be promoted to update application scenarios and business models iteratively, and some relatively mature, replicate and replaceable demonstration cases should be introduced. In terms of the construction of industrial ecology, we will strengthen cross-field cooperation between industry, university, research and use, promote the integration of IT and OT, open up multiple industries such as industry, agriculture, financial industry and service industry, promote the integrated development of primary, secondary and tertiary industries, accelerate the expansion of international signage business, and enable high-quality development of China's digital economy by identifying and analyzing global practices.
